Russia’s Consuls in the Balkans as the Vectors or Creators of the Official Policy in the second half of the 19th century
The text analyses the activity of some of the Russian consuls in the Balkans after the Crimean war and discusses the role of the consuls in elaboration of the Russian policy towards Ottoman Empire. As the official representatives of the Empire, the consuls couldn’t change the political course developed in St. Petersburg. However, by ga thering information about the political situation and the feelings of the local population they have an opportunity to exercise some influence on the ruling circles. On the other hand, some of the Russian diplomatic agents, such as Naiden Gerov, followed more active policy which was strongly affected by their own outlook and which is in contradiction to the official political course that called for more restrained and neutral policy.
